Can a Refugee with PR or Citizenship invite parents on supervisa?

Quick question; I have a friend who claimed refugee status in Canada and is a permanent resident with his family for about 3 years now. He qualifies all other requirements to invite his parents on supervisa - can he invite them as a refugee claimant? I hope their is no restriction due to that once he has become a PR or citizen.

There is no formal restriction.
But, because of his history, the chance to get such visa approved is very low. Because the assumption will be that they will claim refuge upon landing as well.
