On student visa, can I bring my husband on Dependent visa in Canada?

Hi..
I am from India. I have done BCA . The passing year is 2016. Now ,I want to do master degree in Canada.
On student visa, can I bring my husband on Dependent visa?
Can I apply an open work permit for him in Canada?

He can certainly apply for a TRV and/or a SOWP. There is no guarantee either will be approved.
