Toronto, ON. already. Now since I sent this copy already in May, do I need to order another duplicate report as OINP suggests? Or should I just include the hard copy of WES ECA in my application?

OINP will accept the application as long as the employer pre-screen application has since been approved. But we're not sure yet if OP has already done this.

They only stopped taking new Employer Pre Screen applications. Employer Pre screen has already been approved in my case. So I am still eligible to apply for this.

My friend has a BA 2 years degree with ECA of '2 years diploma' and a 1 year PGD with ECA of '3 years diploma'. now his ECA is qualified for '2 degrees with one at least being 3 years or more' but his actual study period was 3 years(2 year BA + 1 year PGD). so what is the right choice for him in selecting education??
1 degree or 2 degrees?
