Meanwhile apply for PCC that will take approx 3-4 weeks in India. As PCC is required to submit Application after receiving ITA.
It can be applied to the nearest Regional Passport Office from where we have address proof, instead of the RPO from where we received the Passport. They only need current address proof and id proof.

Well, that was my initial thought too. But the 27,000 ITAs were for profiles in the CEC. Most likely, they are already in Canada. I'm not sure processing the PR Application would be as long as those in Outland FSW, FST, or PNP.
