Another reason might be if you did not select the NOc as your primary occupation to base your Immigration on.
did you receive your NOI in the end? There was another round of NOI for STEM last Friday, and seems that I have the same issue as you. NOC code = 21211 and I see other candidates with the same score as me but have received NOI already.
