After the provincial nomination do I also need to pay $1040 when applying at Federal. any idea??

I hope you're all doing well.
I have submitted my OINP application under PhD graduate stream, almost a month ago and waiting for decision. Once I receive my Ontario nomination document, I will start the permanent residency application. Just have a question. As I see in the IMM5690E, I don't need to include English test results since I am applying under PhD stream and my current job is NUC number 0AB, which is electrical engineer. Please correct.

Yes we have to pay the fee for federal application.
nothing important. just worried about the processing time. as many who got DIP status after me got the nomination letter
