I have been waiting to receive an NOI since July 10th. I created my EE Profile on 10th July and scored 408 points. I didn't receive an NOI and OINP paused the application system on 25th July. On my birthday in September I lost 10 points and tumbled down to 398 CRS points. My NOC is 5241 which is in ICT demand occupations for Ontario. Do I have any chance of receiving an NOI below 400 CRS when they open issuing fresh NOI's? Any idea when will they start re-issuing NOI's? Should I re-create profile on EE? Thanks in advance.

ICT professionals under 400 were being issued NOI up to July 25, after which they only reopened last week with no additional information or clarity whether they would still issue NOIs to ICT under 400. I also haven’t come across anyone who has received NOI between NOV. 1 to NOV. 6 to get an idea that they were issuing to <400 candidates.
So I guess, we shall have to see when they reopen in future.

Hi Friends...i have been coming across a lot of question like our profile is older..do we need to submit a again to get NOI...can somebody shed a light on that fact that what is the link with the profile which was created 2-3 months back (but still active and has more than 400 points) with the NOI...why somebody need to refresh that ?
One more question...i submitted my application in the pool on 18-oct-2017 with 432 points and i have not received NOI. So the question is, does everyone with score above 400 receive that? or it has something to do with NOC also. My NOC is 2173.
Hey guys, thanks for this discussion. I have never received an NOI. But if funds would be the problem in my profile then I can always increase it in my current profile. But as I said, that I am on 398 CRS now so will it help anyways?
Oh I see, I misunderstood your situation. As for funds, you only need to have at least the minimum required for your family size. With 398 CRS, you would qualify to receive NOI only if they waive the 400+ CRS requirement again for ICT workers as they did in the last week of June this year, and as long as you qualify for EE. There is a randomness in that not everyone who qualifies to receive NOI will receive one. They also need to be open and issuing NOIs. They just closed the HCP stream again this morning. Given their very few nominations remaining for 2017, I doubt they will reopen or issue new NOIs again until 2018.

There is randomness in the selection process, or we may think there is. If they see two candidates with the same score and one declares 20k savings and the other 50k, why would they pick randomly? Immigration is about economic growth and the more money you bring in with you the better for the province. So I say: if you can declare more, declare more.

That is possible, although there is nothing in the OINP materials that indicate funds amount is a factor. But FWIW, I received NOI on July 11, the day after I registered for EE, and I declared 60k POF. All of my other info and timeline are in my sig. However, I have also read that at least as far as CIC is concerned, they don't care about your funds or net worth for EE as long as you have at least the minimum POF required.
