I would recommend you to please create a fresh profile to get you picked by OINP algorithm.
There is no harm in doing so, you should deactivate the old one and create a new one.
If my math is correct, they announced the EE HCP on Nov 2 so there is a possibility of issuing more NOI for next 2 or 3 days. So gear up and create a fresh profile..
if i receive an noi from ontario?? how i will get to know about that ??
and one more thing, my CRS is 406 and i have created my profile on 30th july 2017

You will get a message in your EE profile once you receive a NOI from Ontario and make sure you had given " All province or Ontario " in your EE profile in Intended province to section.

Guys please help, it is urgent. I am in the process of getting my WES ECA, still in processing phase, my points will be exactly 402 so can I create an EE profile claiming the education points to receive NOI then edit the section once getting my ECA from WES which is expected to be released in the coming few days ?
I would suggest you to wait for the ECA report. As per CIC guidelines, when you create an EE profile you should be eligible and have 67 points (to qualify as FSW)
If you start your EE application there is a field where you have to fill the ECA report date and the reference number. This would be recorded in the system.
So be careful and its your wish.. as an applicant who came all those process I would recommend you to wait till you get your online ECA report and then apply at the earliest..

It is advised to recreate profile for better chances of receiving NOI. You should recreate it every 15 days on safe side to have the max. chances of having NOI.

My representative said to me that getting NOI from new profile is just a myth. And denied withdraw my profile and create a new one.

This line from OINP update page is hinting for new NOIs.
NOIs issued after November 1, 2017 are valid for 45 days or to December 31, 2017 (whichever comes first). This means that if you received your NOI after November 1, 2017, you must submit an application for the HCP in the OINP e-Filing Portal within 45 days of receiving your NOI from Ontario.
It is advised to recreate profile for better chances of receiving NOI. You should recreate it every 15 days on safe side to have the max. chances of having NOI.

There were only 594 nominations left as on Oct10. Even though we filled our application by now, there is a high chance that the nominations will be issued at the start of 2018. So be prepared and apply at the earliest. NOTE: If your application is approved after the OINP reaches its nomination allocation for 2017, your nomination certificate will be issued in early 2018.
