I have created my EE profile in 2017-June with 421 CRS score. What are the chances to get Ontario PNP in HCP. Why should I create new profile? They select new EE profile first?

Is there a need to extend the validity of the nomination? If that is even possible.

My work experience is 3.5 years and my last working day is sep-30-2013 , my crs is 431 .
According to eligibility criteria, one must have at least 12 months of work experience within last 5 years.
My work experience do fall within 5 year range but it is not complete 12 months within 5 year .
If I recieve NOI tomorrow , will I be eligible to get nomination?

Guys Ontario HCP opened yesterday.
Is my understanding correct that in case our CRs is above 400 we stand a chance to get NOI??
Or
Is it only for those previous cases who received NOI but were wating to be issued Nomination from Ontario ??

CRS = 982 | NOC = 2147/2281 | NOI = ICT Week (29th June)
Submitted = 19th July | Assessment = 25th July | DIP = 14th Aug.
PFL = 29th Sep, Submitted and AOR = 4th OCT.
NOMINATED: 2 Nov.
