Actually OINP only needs access to WES database where they check your ECA.
They don't entertain any posts/mail at their office. Hence, the access once paid is granted within 24-48 hours max.
Just save a receipt of the payment when you make. The page when you have paid says save a copy for further reference as pdf copy and send that to oinp saying you've asked wes to grant access to oinp and kindly confirm when done.

I got a Procedural Fairness Letter today, requesting me to authorize WES to share the results of your ECA report you must order a duplicate of your ECA report at: https://www.wes.org/ca/apply/xcopycic.asp. But when I order the duplicate report and proceed to the Review & Submit Order, it automatically pops out "Duplicate Report ECA Package (1 report via eDelivery & 1 report by standard delivery), and asks me to pay $75.71.
But how do I just choose eDelivery of the ECA report?
Thank you. I have applied for ECA report after submitting docs on 20th June. And indicated my OINP file number in blank space for attention. It was delivered next day to them.

This happens to everyone. You complete the payment of 75.71 and make sure you've added Ontario Immigration Nominee Program with MCIIT. Once this payment is done .... Save the transaction report which comes. As soon as you make the payment the very next page gives a transfer reference number and a link of the receipt.
Save it.
Once done and once you have informed OINP that you have given them access also write in the email that you've attached the receipt.
In a week either WES will email that there was over payment and they will credit back around 33$. If you don't receive any email once you get nominated and get 600 points then go to WES support section n write to them

My birth certificate translated English copy has been translated & notarized in 2015. Is it still acceptable or do i need fresh notarization? Do I need to attach original birth certificate also or only notarized translated copy?

I think it should be alright if you have a notarized english copy of ur birth certificate. Also with it please upload the original birth certificate no matter which language it is in ....

My ECA is not from WES, it is from PEBC (Pharmacy examining board of Canada). I don't see any option in PEBC website to order duplicate ECA. Can you guide me in this regard?

I am pharmacist too.
I ordered my ECA through PEBC and OINP asked me to send original ECA to postal address of OINP.
Have you got request from OINP to send ECA ? If yes then you can get print of that mail and enclose it along with ECA (original) report and post them in the same envelope to OINP postal address.
