He already applied for OINP and meet all criteria related it. Unfortunately his work permit will expire next week and he will try to re-apply for it. So let’s say if he will get invitation form OINP and his work permit will expire at that time then still he can able to continue his application?
I think your friend should re-apply for work permit as new NOI are only expected to be sent in Jan 2018 so the chance of his being sent NOI is very low

Has he already submitted his application under OINP? Even if he has already submitted but has not yet received nomination he should immediately apply for extension of his work permit. As OINP clearly states that if the applicant is already in canada while applying it should at all times maintain legal status while the application is in process.
After receiving nomination from OINP 600 points get added to your crs and then you have to apply with IRCC for PR which is another six months process, during this entire period he has to maintain legal status in canada either visitor or work permit.

Nomination certificate with all details relating to NOC and validity etc comes only in the physical form by courier. No email With the same details is sent by OINP, my bad if I confused you earlier.
OINP only sends email when nomination is approved which says there is a new message in your CIC account EE profile. The message in My CIC account I believe has details of nomination including the 600 points added to your CRS- again correct me if I'm wrong, as you would have viewed this message.
The nomination certificate in physical form gets delivered in s week to 10 days as per posts read earlier. You can also call up OINP and take the courier tracking number from them.

I think what you are referring to is the reference letter for work experience taken from the company that you have, or are working with. Yes, that has to be signed by employer and sealed or stamped with a company stamp. If the company is not providing this letter for any reason and you are attaching a self affidavit entailing your job duties then again yes it has to be on a stamp paper, signed by self and notarized even.
But if it is only an explanation or elaboration of something that OINP needs to be informed or made understood about your application then that can go as a LOE - Letter of explanation in a separate section in the application as a simple work document.

@BillHyatt, Hello Bill, I have just received my Ontario nomination certificate and I found that they issued it for my Secondary NOC 2147. In my EE profile, I selected the primary NOC 2281 because I have more years of experience ( 8 years ), while for my secondary NOC I only have 2 years of experience.
I'm not sure if I should change the Primary NOC in my PR application to match the nomination Certificate or not? Thanks in advance your guidance
