No, you don't have to do it before making your Ontario One-Key account.
After they re-open the stream and you start completing your Ontario profile, however, you should do the WES authorization.
Some people recommend doing it before sending the application, so that you can include the confirmation email from WES in your OINP application.

Yes you do, they can ask you for an updated POF anytime during the processing.

1. I had missed the invitation which I had received on Feb'17 since I was in maternity unable to check my mails. what is the procedure to apply again

2. My IELTS date of Test was 28th Mar 2015. Is there any issue for re-apply
