So here is my question : i sent an applicayion for ontario the 25 january 2015... july they sent me back my file because i had a paper missing and they asked me to send all again what i did.
Now i ve been one month without news so i wrote called faxed... and they sed me an email atating thay i am on the queue ajd that i have to wait for 90 days to have an answer of the status of my file... so they did not count the last months i waited 5 months and now will i have to wait for 5 more for an aor????

That's right. If it was because of expired DD then your application could have maintained the place but as it was sent because of missing documents you can't do anything and your file has been pushed to last.

I think I have read the links on that page and I don't remember seeing anything like that. It doesn't make sense to assume that s/he would not be able to apply either because the basic eligibility is being a PR in Canada and the applicant has got that. You could try mailing CIC and ask for the specifics; see if they reply. If they do, please share it with us too.

I got the answer in below link. Only canadian citizen can sponsor from outside of Canada.
If I live outside Canada, may I sponsor?
If you are a Canadian citizen, you may sponsor a spouse, a common-law partner or conjugal partner, or a dependent child who has no children of his or her own. However, you must demonstrate that you will live in Canada when the sponsored person becomes a permanent resident.
Note: Permanent residents residing abroad may not sponsor from outside of Canada. Canadian citizens travelling as tourists are not considered to be residing abroad.
