OINP application status change from “withdrawal from OINP” to “waiting for submission”

My 10 jan 2024 application status was withdrawn on 29 jan because of the insufficient documentation. Now I can see the status as waiting for submission. Any idea? Why its like this? i dont received any latest response from OINP. I already received refund for withdrawal application. I can see the pay and submit application enable

You should not worry about that application and create a new express entry profile so you can receive another invitation through oinp.
