Let's say I sent the documents today but I don't have 12K CAD (that's probably the amount for one person) in my account right now but probably in the next 3-4 months I will have it.
Is it necessary to have the required amount before you apply for EE or PNP or a person can have later, lets say at the time of receiving ITA?

You need to have the funds at the time of applying for Pnp too.
Basically what aditik15 said! Part of the package you put together must contain your PoF... If it doesn't they'll return or reject your application.

They are working on Sat & Sun. That's good news. Some people have received a really long addl doc requests

Good for you! I sent mine a week ago and got nothing back from them... Not really expecting anything at this stage, I guess my officer isn't the acknowledging type.

Frankly speaking I am hoping to see all ADRs as of now converting to Nominations before 1st December...I know its too optimistic but hoping against hope is human nature

Well that's the idea... once we have the first, the rest will follow! ;D
But honestly speaking I still don't know what to make of these March ADRs... In Jan and Feb the latest ADR's have been very specific, like stating that the funds are in FD and need to be unencumbered so please provide proof, etc... The ADR we have received have all be really generic... like send us payslips and/or bank statements... so I wouldn't be surprised if we see a second round of more specific ADRs for Mar before we really start seeing some NoM's around here... I hope I'm wrong and that we will soon begin to see these generic ADRs converted into NoMs... but then again, I can't see NoMs starting to flow here before they are done with the majority of Jan and Feb as it would contradict their first come first served 'policy'...

SINP OID is a paper based nomination so there is no way to accept the nomination. You have to just include the copy of the nomination when you mail your application to CIC. I haven't cancelled my OINP application. The processing time for express entry is 6 months whereas for paper based it is 16 months. I am going to wait a couple of months to see if I get the nomination from OINP before proceeding with SINP.
