Yes if it is only for March it is . But i assume, they are appointing different officers for diff months and there must be a team working on Jan and Feb applications too. They must have allotted fixed number of files to different teams and so we will soon see additional doc req from Jan and Feb too.
6 teams x 1000 files
Now if an officer is working on files 3001 and 4000...... and another working on 4001 and 5000.....the 4200 will get processing faster then 3800. but ultimately total time is reduced and it benefits all. Otherwise Feb and March applicants will not see nomination before next Feb because Jan is a big big lot. This is therefore not unfair.
This was expected because one or 2 teams cannot finalize things before December 2016. So let the process go simultaneously. I am just ruling our the theory of NOC based. I still not think NOC makes difference.

Absolutely agree. This indeed is a big news particularly for March applicants because they would have been last in the race if OINP was processing applications month wise. But this news is a wake up call for March applicants as well as Jan and Feb applicants.
From here on it would be really interesting to see how OINP process applications.
