Hello guys,
I have a question for my friend. He enrolled as a full-time student due to failing one course his status changed to part time student. As he is a part time student can he work off campus 20 hours per week or he cant work at all?

He can't work at all.
He should also be very careful about engaging in part time studies since this may lead to a refusal of a PGWP once he has finished his program.
