They only give you a COPR letter for now if you are inside Canada. Once you get COPR you already become a PR. So you can get your PR card and change your SIN, health card, etc..

In a week, my PR application will hit the 6-months deadline. Since I'm a FSW-O applicant, I cannot make an international call to IRCC from the country I reside. Moreover, IRCC specialists do not reply to my messages sent through the web form. So, the question is: How high is the chance that my application has successfully passed the eligibility stage since there's just a week left until the 6-months deadline?

Difficult to say. It's possible your application hasn't passed eligibility stage yet, and it's also possible that everything is approved but they are waiting for restrictions to come down before sending your PPR.
I'm PNP-O with AOR Oct 06, 2020 so my application has crossed 6 months few days ago. All I know about my application is that it is with LVO now. How I know this... you say? Well SGVO sent me an email early last month saying my application was with them. I've decided to let nature take its course. So, I haven't and won't contact IRCC until restrictions loosen.
