They ask you to pay this fee when eligibility is either recommended passed or conclusively passed. Some would say its an indication of progress on your file, that it is but don't read too much into it. I got mine on 15 Dec and still no sign of PPR. People told me I'd get PPR within a month but still waiting. What's your AOR and have you provided biometrics?

Your application can't be approved if biometrics are not given. Since application has different components it's possible that part of the application is approved. Your application will only be fully approved after background checks are completed.
I had called IRCC around 10 days before and that time eligibility check was not even started.. I, perhaps, can call them again this week and provide you the latest updates..

I'm an Express Entry CEC inland applicant. I need to travel urgently to India for a month at end of march. What happens If I receive a Passport request (PPR) or if my application is approved through CIC while I am outside of Canada. Do my status in Canada as a temporary resident and my work visa automatically expires? If not then, Can I come back to Canada (as I have a valid work visa) and complete the PR process here.

I am also in same situation but my plan is tentative, if travel restrictions increased then I will cancel my trip.. but of course would like to know - what would happen if I travelled to India and received CoPR while being in India.
