Exactly, my IELTS score was expired on Dec 02, 2019 and my AOR is Oct.16, 2019. I am a little bit confused in this situation

Primary Office- Centralized Intake Office
secondary office - CPC-Ottawa
Is it that my file is now moved to Ottawa or still at CIO Sydney NS
My Eligibility is Met while my Security has not yet started

In my opinion, Eligibility is the biggest hurdle and you have cleared it. Once you have no record, security will go through in time. If I were you I would feel good.

My friend's IELTS expired a week after AOR. He got his PR. No need to worry.

Your IELTS score might have been expired, but they remained locked in the day you recieve ITA until the final decision of your application.

Can you please specify what you wrote in the Webform, because when I sent one they didn't give me any information and asked me to wait. I would love to know if I passed eligibility.

Everything freezes upon ITA so as long as your IELTS was valid at point of AOR you should be fine.
