Yes. The tracking from canada post allowed me to view confirmation which is the signature. It was 7:30am ish. This is weird because i was also told Canada post stopped collecting signatures.....

I'm starting to worry a bit since I haven't heard anything from them.

I'm on the same boat, my passport was delivered last Tuesday but I haven't heard from them, and my cic account hasn't been updated and it shows its processing yet

I hope that means they are still open since they are signing and receiving passports. My agent called IRCC yesterday after the announcement, and was told they were open as of now but cant guarantee for anything in the future. Lets hope they remain open....

Not received approval yet. However, I had sent email to ottawa last week and they responded they received my passport. I am from Toronto

lol in that case idk. TBH even if they are closed theres nothing I can do at this point so all i can do rn is hoping for the best.....all i know is as of 3pm yesterday they were still open

You can apply if you are resident of Canada. If not someone else eho is resident has to apply on your behalf
