30 days minimum. Sometimes longer. Your background check must still be in progress. Remember the notes are snapped typically a day after you submit the request for GCMS.

No one can tell you how long it would take, not even the officer. Background check consists of Security and Criminality checks, which are not performed by IRCC directly. Security checks are done by CSIS, while criminality checks are done by RCMP. It depends from case-to-case and person-to-person on how long it takes.
There were a few other cases here on the forum where the application was still stuck in Sydney. I would suggest that you try calling the call center and inquiring. If you're lucky, you'll be connected to a helpful agent willing to look at your file.

To speak to an agent, navigate through the automated messages by pressing 3-4-1-0. Prepare to wait on hold for some time. Try calling early in the morning or use a speakerphone.
