Sept 13 AOR PNP-O got PPR on Feb 16. Safe to say IRCC is past mid Sept with PNP-O PPRs. I'm sure some very early and very lucky Oct AORs are already getting PPR.

Nobody here will see the "Your application is in progress." because;
Post-submission stages: False IP2 - Usually right from AOR or just after MEP. Background Check shows "We are processing your background check. We will send you a message if we need more information.”
If you have an AOR of 31 Dec 2018 or later , follow the chart below to track your progress. Candidates will remain in a state of ‘False IP2’ throughout their application and only see a series of ‘ghost updates’ following their MEP ; the first such ghost update (which should follow shortly after MEP) will signify your Real IP1, the second ghost update will signify your Real IP2, and the third will be your ‘Final’ Ghost Update, following which you are likely to receive your PPR.
So all we can do is carefully track GUs because the background message will be stuck at "We are processing your background check.". First GU some weeks after MEP/BIL is Real IP1 (eligibility passed), second GU is Real IP2 (security started).

Err... that's a strange timeline. RPRF is earlier than I'd expect and MEP is later than I'd expect. But if you passed medicals today (Feb 22) then you probably saw a GU today which is False IP2. Will you need to give biometrics or were you exempt? Either way, you need to check your profile daily to catch the first GU (Real IP1).

Yeah GU right after BIL is most likely False IP2. So you probably haven't received Real IP1 (eligibility passed) yet as long as your GUs go.
But remember, some people directly get PPR without any GUs at all. You might experience that too. Also these GU/IP etc. are not official stages and can mean entirely different things or nothing at all.
