I did apply for Nexus and my application has been conditionally approved. But the enrollment centers haven't reopened yet so can't book appointments. I have until October 2023 to book an appointment and get the card so I have plenty of time and I am not in a hurry.

Yes you can do both at the same time. Fill OCI form and surrender form both and walk-in to BLS. Carry your Indian passport which will be taken by them and returned to you by mail with letter of cancelation after 2 weeks approx. OCI will take more time almost 6-7 weeks.
Both is done at same time and as an applicant you don't have to worry about any receipt or anything. You submit both applications along with passport and you are done. They handle it.
For all those flying to india or planning to fly, just heard from a friend that etihad and abu dhabi is a good option for the return trip back to Canada. Abu Dhabi airport provides RT PCR in 4 hours + flights have 5-6 layovers too. Seems to be a very good option for all compared to European airports or if Delhi is not an option
Sharing my experience here. I applied for OCI at Brampton on Nov 13th on Saturday. I could not get an appointment. So I walked in. I reached BLS at 6 AM and there were about 12 -15 people ahead of me. It was very cold. Waited for a little over 2 hrs and got in at about 8 20 AM. I had not brought my Demanddraft for OCI and so I had to step out and bring that from the bank. Other than that my documents were found to be complete and photo was okay as well. I took my photo at Mehboob studio in the same plaza the week before.I applied for passport surrender and OCI at the same time. I paid for the passport surrender and courier fees there by debit. For OCI , please prepare a DD as mentioned on the checklist before you go. It is very cold if you decide to walk-in , so please ensure you are dressed appropriately. Hope this helps.

Thanks for the info. I'm traveling to India by Etihad on 7th of December. I just have 2.5 hours layover in Abu Dhabi. Should I take an RT-PCR test at Abu Dhabi as well even if I had taken it in Toronto before departure? Kindly let me know. Thanks in advance.
Also, I have a 3 year old and a 9 month old with me. Would they require tests before flying?
