In one of the many versions of BLS instructions/checklist out there they say
"Minor Applicants :
o If a minor cannot sign, using only blue or black ink, apply left thumb impression for boys and right for girls.
o Both parents must sign at end Part B even if not applying together."
Though this was for OCI misc services, I would think it would apply for new OCI as well. That said, check with BLS to be sure.
I succesfully uploaded my 5 month baby's fingerprint on the application form. But what about the checklist at the "Details to be filled by the applicant". What to do here? Do I need to fill it up, scan it, paste my baby's fingerprint, print it again and then mail? That sounds like a lot of work. How to do this? Can parents sign this area instead of my baby?
For people with family members with OCI, how did you answer this question? Have you/any member of your family applied for Overseas Citizen of India registration earlier? It asks for the Reference No. and Date When Applied. I got the reference number from back of the OCI card (specified as File No.). For Date when Applied, I put the date of acknowledgement which I found from the Status Enquiry page. Does this seem correct? Thanks in advance for your help!

That is correct. I have decided to travel using this method. I am traveling on Nov 30. When are you traveling? Hopefully things go smoothly at every step.

My friend visited FRRO and talked to immigration officer at Mumbai airport. Both said the same thing - Come to India on Indian passport, surrender passport at RPO, get exit permit from FRRO.
FRRO said exit permit usually takes 1 week to process, but if there is a delay in hearing back from Police or Election Commission,it could take more time.
About stay visa - FRRO officer said most likely it will not be required, but since it is a new situation for them as well, they are not sure. I have looked at the FRRO exit permits online. All of them have a field called "visa" which shows the visa on which you entered India. I am not sure what FRRO will put in that field for us.
I have decided to take the leap and travel to India. Hopefully, things go smoothly at every step.

Couple of years back I had read an experience where it took 3 months in surrender of Indian Passport & getting exit permit. Hopefully it does not take that long now.
