Obtaining Queensland Traffic History from Overseas. HELP!!

Hello,

My partner and I received an e-mail yesterday informing us that he is required to submit a Traffic History report from Queensland as we lived there for a few months while travelling Australia on working holiday visas. However, he does not have any ID issued in Queensland nor proof of address from Queensland. Has anyone else had a similar situation? How do you obtain a traffic history report without any evidence that you actually lived in Queensland??

But how can you have a Traffic History report without a Driver's License from QLD?!
