Please tell me when one lived in Canada for 1095 days within 3 and half years, can apply for citizenship? or need to wait until 4 years completed before apply.

Yes, you don't have to wait for 4 years.

once you have 1095 PHYSICAL presence go for it ( though i recommend make it 1100) it is always good to have extra few days.
