I have an IELTS from 2019 which I didn't use for my PR application, can I use it for my citizenship application?

Did you receive fingerprints request after the test or before?

few after, took 1 month and a week to update the tracker with FP received, no update since that (been around two and a half weeks)

I think you are looking into the email ID. In the test invite email Subject before the application number it should say as the location name. For myself it said Niagara IRCC

Test will always be taken before LPP is completed but Background can be completed before or after test
