You can mention in that letter that per x date, the currency exchange of USD to CAD was XYZ. you can look it up here in this website of bank of canada : https://www.bankofcanada.ca/rates/exchange/daily-exchange-rates-lookup/
Mention that this is the exchange rate as per the Bank of Canada. You can also mention that you are able to cover the discrepancies if needed per IRCC request.

Yes, I submitted my application on the 16th of November. When I submitted, I used the rate on the IRCC website(the page is down now) and it was above the minimum requirement. I also included the rate I used in my LOE. Even the rate as at that date using the rate of Bank of Canada is way above my requirement but it’s not the same today.

It's ok, that's why I said you need to look up in the bank of canada's website for the exchange currency of USD to CAD for that specific date (not today) put all that info into an explanation letter and send it via webform. So that IRCC will take into account the rate of the day you've made the deposit and not today's rate.

Medicals: I made an appointment for a medical exam on 21/09 and underwent it on 07/10. At the time, I was confused about whether the new rule applied to those who received ITAs before 1st October, and the hospital didn't provide any information. Later, I discovered on the website that non-compliance with the rules may result in refusal. Has anyone else who received ITAs before 01/10 done upfront medicals?

I did upfront medical on October 11th, i didn't saw the rule in time. And in the list of document there was a Line for medical exam so i uploaded this one. I hope it's okay !
I think we will not receive any updates till after the new year as it is holiday season now.
