Applied for parents on November 14th, BIL Completed and Updated on November 17th.
I called them two times today. Both around 3:45 ET and was able to get into queue without issues. First agent could not help much and I thought some misunderstanding so I called second time.
However, Second time as well they did not answer queries and asked me to raise a webform for concerned Visa Office of the country where the visa is applied.
Change in process it seems. They were quite clear that if you call next time, we won't be able to provide you any information on the TRV.

Previous TRV request was refused due to lack of funds and purpose of visit not consistent with temporary stay. Submitted May 22, 2022; refused November 15, 2022. Since the rejection, we had travelled together to the following visa and eTA required countries: Vietnam, Australia, New Zealand. Sent an updated travel history via webform on September 22, 2023.
This application was largely the same, just included more financial information, a copy of her apartment lease, and letters from myself, my spouse, and my mother explaining where we felt we went wrong with the previous application and reiterating that she will go back home when the visa is up, and that we wanted a lengthy trip to ensure that she'll like living in Canada before we go through the time and expense of a spousal sponsorship. In terms of financial information, we included both my and my wife's paystubs and indicated that her trip would be entirely funded by me.
