Furthermore, we verified the information on file and can confirm that:

The background verifications are in process.
The security background verification is currently valid.
The criminal background verification is currently valid.

Here, can anyone confirm if the background verification means eligibility?

Means they started your Eligibility, everything else - no. Valid just means R10 check for completness was done and so far they have no objections for it, aka they won’t ask you to submit anything additional (But they can if they will change their minds).

You can go from very optimistic predictions - aka they will restart processing Outland applications in September with borders reopening for tourists. Not to mention this was delayed twice since June. Or with more realistic, if you believe that I’m realistic and not pesimistic, then somewhere in 2022.
