In the webform you have to clearly indicate that you are now in India and not in the country of residence from where applied and would like to submit your passport at a visa office in India.
Make sure that is clear in the first line.
Do not write long stories. It can takes 6-12 weeks for IRCC to respond.

Would this be the case for a UK outland PR applicant who has received AOR and is now in Canada on a 6 month visitor visit? Update current address to the Canadian address via the same form?

yes. If you intend to be in Canada for a foreseeable future, then yes.
any FSW outlander who applied in Nov.2020 are still waiting? According to myimmigtationtracker, 90% of FSW outlander applicant who got AOR in Nov.2020 have received PPR. But I am not one of those lucky guys

Still waiting. Back in March they asked to resubmit my experience letter with detailed job description. Since then nothing. Remedicals sone in august and acknowledgement received in Sep but no update

Still waiting! AOR - Nov 30th, 2020. PCC, Re-medical & Schedule A submitted on June 29th 2022 and complete silence since then. Everything passed once (according to the representative) and then security went to "in process" again. GCMS notes ordered on September 01st 2022, haven't received that either.

We have very similar timeline, please keep us informed when we receive notes

Same situation here, under optional documents it says client information: “If you would like to provide more information about your application that you have not already provided, you can attach a letter of explanation to your application.” Required by October 19 with no upload tab.

Very similar timeline here! FSW-O AOR Nov 11, 2020. Last update was re-meds passed last June 28th 2022, nothing after that. ATIP request last July, no response. Reached out to our MP, and received the following notes:
- Security verification: not started
- Assessment of criminality: not started
- All requested documents have been received properly
- Other Comments: IRCC confirmed that there is no new updates after June 28. Currently the average processing time for EE workers is 26 months, thus IRCC will have until Jan 11, 2023 to process your application.
Seems like we'll need to sit tight until January 2023...
