Fully vaccinated tourists are allowed to enter Canada from September 7th or something. Check their IRCC website, they have a news release for this. But not sure how this would help your application.

I have been looking at the possibility for applying open work permit for my partner as well. I see that people who are in Canada on visitor visa can temporarily apply for open work permit, but I’m not totally sure if it would work or not

Only if you apply PR for them under Spousal sponsorship or they are LMIA exempt.

Yes, you can if you meet the sponsorship criteria. However, for a family class sponsorship it takes 1-1.5 years, the EE decision should come before that.

Since that document about the 90-day delay went viral am assuming CBSA might have asked IRCC to extend it by another 90 days thereby holding the COPR of all outland applicants till August 2021. If it's still not extended am hoping there might be some PPRs coming in the 4th quarter or by September end. Again just speculating. Also, all this depends upon the domestic covid situation in Canada, if they see a hike in cases, then am sure they will restrict everything again.

Yeah, if nothing happens during September, that won't be a good sign. The borders will even be open for vaccinated tourists then. What would be the reason for IRCC not to finalize apps and issue FSW-Os with CoPR?
