Try using every means possible to beg him else he will delay your application. It’s unfair really, make him see reasons.

Filing a writ of Mandamus seems like the only somewhat effective way to make IRCC finalize a delayed application.

If you don’t mind my asking, refused in what sense? It’ll mean that your Medicals status is still pending or not pass seeing as one of the team hasn’t completed theirs?
