You can pay before hand. I did it myself to NOT delay the processing. If you don't get the PR (god forbid something like this happen), you are refunded. So there is nothing to lose paying it beforehand.

Per immitracker FSW-O with AOR till 31-Aug have been given PPR (at least a sizable volume of applicants).
Given this, I guess the PPR shower is around 1.5 months away for Nov’2018 AOR - somewhere in end of Feb’2019
The correct way to put it would be "some cases", not many. If there's a need for additional documents, IRCC puts your file processing on hold. After the applicant uploads the requested document, some time is required for case analysts to get back to that application, since at that moment they are busy processing current applications (apparently they can't drop them midway to get back to the application that was put on hold). Hence, such delays are absolutely normal and ought to be expected.
