I am not sure that I am right or wrong on this, but I believe that if your WES ECA summary says only Bachelor’s degree then you can not claim points for two or more degrees. I will say that confirm with other members as this is my understanding.
That's exactly why I sent IQAS ECA via CSE since IQAS mentioned both my bachelors and PG diploma in summary. I also enquired the same to WES and showed them my IQAS ECA for comparison and asked them to change the summary, However, I got the response that they only mention highest credential in summary and their evaluation is correct.
I'm not sure what else I can do so I just left it for IRCC to decide. They now have 2 different ECAs with exact same equivalency. They ended up asking for WES ECA copy again then 3 days later asked ADR for employment records. So I guess WES were correct as they seem to have accepted it. Otherwise I don't see why they would ask for employment proof ADR.

It is really hard to say on your situation. Yes it is IRCC who will decide. It is very clear that as per WES ECA, you can claim points only for Bachelor’s degree but as per IQAS report you can claim points for two or more degrees/ diplomas.
The point is that WES considered your diploma as equivalent to canadian diploma which is done before bachelor’s degree not as post graduate diploma.

Another question? My office address changed last week. Should I raise CSE informing them about new address? Given the fact that they might pick up my file anytime now.
It depends if your eligibility is clear i don't see a reason to update,but ya if you want to play safe do inform them, although if they want to contact your office, they will contact the manager/hr manager who's number you have provided.

then it will be treated as one credential.
If Wes has evaluated both ,then sometimes it's a mistake in summary.
Expecting notes by the second week of May. Will get some clarity on the age thing then. Most likely it should not affect the eligibility since it was after the ITA was issued.
Did it specially show a decrease in points? They generally note it specifically mentioning the new CRS score. I specifically checked that in my notes cause I was worried about it.
I ordered in March and in April however nothing was highlighted and my birthday was in December.
I guess they follow the lock in date process in express entry.

This is a really good question, it would be nice to know. A lot of people think it's because most agents there are francophones.
I doubt that it's the problem, I think almost everyone in Montréal or at least agents at Montréal office are bilingual.
During my studying of French, I noticed that French culture is a bit different in terms of work culture. They are more left wing, many vacations, workplace less stressful etc. Therefore, they do everything slowly at a higher cost. For example, French test results come out a month after, it drove me insane.
I feel like I am too north american now, I really dislike the French way. However, there is a lot of talk about how the rich are getting richer and everyone else is miserable. So maybe we need a bit more redistribution like the way French do. But again they have high unemployment.

In my case, I raised a CSE last Wednesday (when I had 1 day left) saying that my 6 months period was over and I would really qppreappre it if someone looked at my file.
Moved to IP2 Friday overnight.
I don't think these two events are related (because I have not received any response to the CSE yet), but i feel, it doesn't hurt to send in a polite reminder message.
Points to consider: I've only called IRCC once in the last 6 months, around mid April. And raised 2 CSEs in the last 6 months.
Wouldn't want to over communicate in case it puts them off.
