I am 2nov AOR timer is down to 31 days . Have not heard anything yet since MEP. and this tis the normal trend at the moment ( of not getting any update till 5 month mark). I have invested a lot in this process as well believe me i can understand.
I believe that only when you clear both "Review of eligibility requirements" and "Background check" will the status change. So it is possible that you have cleared Eligibility requirements while the background check is in progress.

Check your VO Office because most of the US residents get it in 120 days. My VO is montreal which is the slowest of all offices and my status is same as yours.

I got my ITA on 29th Oct'18 and AOR on the 29th Nov'18. My Medical got cleared on the 13th Jan'19, post that there is no update on my application. Believe I'm at IP1 for more than 2 and half months now. The Estimated time for application to be completed is May end. Can anybody assist me at this stage? Is it a good time to apply for GCMS notes or should I wait?

When I called a few weeks ago, I was told the same thing - 1 completed and 1 ongoing. I assumed it’s because I lived in my home country and now living in Canada. So one of them was done.
