There`s no way to know the processing systems without working there, there are still a bunch of October applicants waiting for AOR so my best guess is it depends on the efficiency and tenacity of whichever processing officer gets the pile with your application in it.

1. You not getting AOR for resubmission is fine, don't worry too much, there's a long backlog from October so just wait it out. It's gone from about 3-4 weeks for AOR to 6+ish for most.
2. I know when I applied for PR I had an unknown 'lien' against my background check which turned out to be a fine from the electoral roll in Australia as it is mandatory to vote there so you are fined if you do not. I had to provide proof that this issue was resolved to continue on in my PR process, so I'm not too sure how it may fall with your warrant. Perhaps get a consult from an immigration lawyer? Some offer them for free dependant on where you are.
