I did not get your question properly, however If you are talking about the landing i.e. you did your landing or became permanent resident at Toronto Airport and also got your SIN than you do not need to go anywhere. You will get your PR card at your home address (address which you mentioned at the time of landing) you need to apply for health card thats it.

From my knowledge you're landing at Halifax, Toronto airport is just a stop over for you . the CBSA at Nova Scotia airport will give you COPR and at your convenience you'll visit service canada to collect your SIN social identify Number not at the airport . Hope that answer your question

Is not compulsory to collect your SIN on the day you landed, when you settle down just Google nearest canada service office and you'll get your SIN number. You can call NSOI office also further clarification.

Pls lemme know when they send you nomination certificate, I was nominated on June 24th and am yet to receive my certificate. I mailed the officer he said I will get it soon and that I don't need the certificate to apply for my PR which I have now submitted.
