Is it only for NS experience people?

Have at least 12 months full-time (or an equal amount in part-time) skilled work experience in Nova
Scotia in the three years before you apply;

Have gained your experience in Nova Scotia with the proper authorization (work permit, etc.);

Person outside Canada with no NS experience can not apply?

Hi,I have applied for NSNP and the immigration officer asked me to submit relevant experience letters which I submitted; however, my application has been refused stating I didn't meet the eligibility criteria and one more point stating that I have stronger connections with the province of Ontario as my family resides in Ontario. It is really disappointing to see a refusal mail. What is the next step? Am i eligible for applying to other PNPs? Or is it that since my family lives in Ontario, should I only apply for Ontario ? Can anyone please suggest something?
