Non-sds study permit with PTE- Academic overall 58 is acceptable?

Can I apply for a non-SDS study permit visa with a PTE Academic overall score of 58? Is it recommended to apply by uploading the English test score?

There are four requirements for an SDS application:
1. GIC
2. Payment of full tuition fees
3. Medical examination
4. English test

If I answer "YES "all these four requirements, will my application be handled under SDS or non-SDS? Please give me your suggestions.

I want to apply for non-SDS rather than SDS.
