Hi, myself, my husband and our first born are Canada PRs. However, our second child is not. She was born after we received PR status. Because of COVID, we have been living in another country. Now we plan to move to Canada together but do not know which pass/scheme the second child fits in? I emailed the passport program but they directed me to the immigration program, but I know that we are not eligible to sponsor her since we are not residing in Canada at the moment. Anyone got any clues to share? Thanks a lot!

You need to apply for a TRV (or eTA, depending on nationality) for the child in order for the child to come to Canada with you. Once you are in Canada, you sponsor the child for PR.
I'm not sure what you mean by the passport program. The child doesn't qualify for a Canadian passport.

You must be compliant with your ROs to sponsor your child once you arrive in Canada. In many provinces your children will not qualify for healthcare coverage as a visitor so you’ll need to pay for emergency travel insurance and pay for routine care until they qualify.

thank you, I could not navigate the website, so ended up filling in the enquiry about visa. For some reason the email that replied to me was signed with the passport program! I will contact the vfs to apply for the TRV, she needs a visa as we don't qualify for a eTA
