Skilled work experience
Skilled work experience means that you’ve worked in 1 of these National Occupational Classification (NOC) job groups:
Managerial jobs (skill type 0)
Professional jobs (skill level A)
Technical jobs and skilled trades (skill level B)
You must show that while working in your primary occupation, you performed the duties set out in the lead statement of the occupational description in the NOC. This includes all the essential duties and most of the main duties listed.

Being eligible means you can apply to stay in the pool.
To successfully migrate one should receive an ITA and go through all the eligibility checks . background checks, security checks and finally the officer's decision.
More rejections occur due to wrong NOC's, sometimes misrepresentations lead to 5 year ban.
So research before you release statements here

So…did you read it. As I explained, you go through non EE or Paper based but you need to research each province. You probably need a job offer.
Paper-based process
In the paper-based process:
You apply to the province or territory for nomination under a non-Express Entry stream.
You need to meet the eligibility requirements of the province that nominates you.
Once you have been nominated, you submit a paper application for permanent residence to Immigration, Refugees and Citizenship Canada.
You have to pass a medical exam and get a police check (certificate). Everyone must have these checks, no matter where you plan to live in Canada.
Application processing times are longer than through Express Entry.

You must meet the eligibility requirements of the province or territory . And,
You must submit an Express Entry profile and show that you meet the minimum criteria for Express Entry, including being eligible for one of the immigration programs it covers.
If you are invited to apply , you submit an electronic application to IRCC.
