NOC code for Product Manager 2171 or 2173

I have been in the pool for a year mostly like everyone but with coming of age and irregular draws I am now shifting selection to ensure selection.

My NOC code 2171 has not been called in about few years now, however I see 2173 NOC code come up very frequently. The only problem is the the employment requirements which pronounce the need for technical degree "usually".

My question is how strict case managers when it comes to educational requirements matching the NOC code. Specially these days.
