NOC code and job title don't match

Hi,
For engineers, is a Master degree in the relevant engineering field mandatory? I mean, is having graduated in mechanical engineering and completing MBA alright or not?

Another question is, my job responsibilities very well match with NOC code 2132 (mechanical Engineer). But my designation is Facility Management Manager which is the title of NOC Code 0714. Can I use NOC 2132 as mine?

Title does not matter. Responsibilities play a role.
