NOC 2273 immigration of indian seafarer to canada

I m experienced chief mate on ship with Master COC (certificate of competency). To get COC from Transport Canada one must be a PR/citizen.
I want to work in canada in shipping.
Do i qualify under NOC 2273.
if so do the nature of my job (contract based) will be ok.
bcoz i heared one must have 1 year continuous service in last 10 yr. We work onboard ship 5-6 month on/off.
will the aggregate sea service be acceptable.?

Hello dear
I am also a seafarer and interested to immigrate Canada but our certificate is not recognised unless we are Canadian citizen or permanent resident. So how do we evaluate our certificate of competency
