Not every electrical engineer needs to be regulated from regualtory Body, Only Professional Engineer(P.Eng), having certain years of experience and are required to approve technical reports and drawings in a company, needs to be registered with the regulatory body.
In your case you can tick N/A as you are not eligible for P.Eng designation yet and write LOE explaioning your status and position.
P.S i have applied to OPNP having same NOC code and got an AOR. even though i am not registered with regulatory body

well i just explained the eligibility requirement for P.Eng in ontario and talked about that i dont have the required experience to apply for a P.Eng Designation, i think in ontario it requires atlest 48 months of experience.
Even if you dont write an LOE its still fine but its better to write an LOE and explain bit about your self.
