June 1st Restriction
At this time Ontario can only search the Express Entry Pool for candidates who meet Ontario’s Human Capital Priorities stream criteria and who have submitted an Express Entry profile on or after June 1st 2015.
Accordingly, for the Human Capital Priorities stream, Ontario will only send notifications of interest to candidates who submitted an Express Entry profile on June 1st or after.
Should you have any questions about your Express Entry profile please contact Citizenship and Immigration Canada.
Please explain this yourself or get help from the guys of canadavisa.com as well. And please stop misinforming without evidence to back you up.
From my observation since June 3rd. The criteria for OOPNP below are quite obvious (personally):
1 - 400 CRS is only broad range for them to pick, it is NOC SPECIFIED
2 - for now, preferred job titles focus on the following categories: IT, health care, financial
3 - mostly PT receivers are CEC candidates, a few FSW (again, depends on your NOC code)

I think the obvious reason is to milk PGWP holders without changing the policy
the government pretty much revitalized the whole immigration-supporting industry by creating new jobs in that sector (lawyers, accountants etc)
