We landed August 7th, a few days after I setup our 'permanent' address via the internet , but it was a UPS address, i did not have a real permanent address at the time, and knew we could not stay in Canada for 6-8 weeks it takes to receive your PR card, now we're out of the country w/o a card to re-enter.. is it recommended to wait more time to receive the cards (and how long) or what should I do ?

You provided a UPS location address? Not a smart move. Hopefully you will get your card sometime soon. I dont think you can call CIC from outside canada.
