It continually fluctuates based on volumes. So yes - right now it's 11 days - but that could go up again at any time without warning. Note that the processing time only reflects how long it takes for IRCC to create the card. Mailing takes an additional 1-3 weeks.
It is what they are saying so I am sure it is correct. Bear in mind though that this will be from when the centre actually get your papers to when theh are approved. Add to that a week for the papers to get there, then say a few days to produce the card otself, then another week in the mail to get to you and you are looking at 4 to 5 weeks from when you land to when you get the carrd.

Thanks @Hurlabrick ! I raised a webform last week to know if the new set of photographs I've sent have reached them. This is the response I got them from today. Is this a good sign or not?

We have verified the information you provided and we were not able to locate your photographs in the system yet.
However, rest assured that this situation is normal since the responsible office is currently processing photo retakes received before August 14, 2019.

It is neither good nor bad. They are clearly saying they don't know if they have received your new photos yet as they are only looking at once received before 14th August. So they are saying 'just wait'. They are not saying the haven't got them, but neither are they confirming they have.

No, it definitely is NOT needed for these purposes. You can use the copy of the stamped CoPR they gave you when you landed as proof of PR that will satisfy these organisations.

Sure your friend/relative can send you your card via a courier people do this all the time even from Canada so assume the reference to the US just because friend/relative happens to be travelling there.
